For every projects, after work completion an inspection will happens from Dubai municipality and Dubai civil defence inspector from both authority will come and inspect the site. Then as per the inspector decision, final completion certificate will be provided. Then the client can operate their business.

Dubai Civil Defence are able to issue a completion certificate before the actual project is completed because Civil Defence is concerned with electrical schematics and fire suppression systems. These projects fall into MEP (mechanical-electrical and plumbing), which will have been completed long before the entire project is complete.
